Deontological Ethics - also known as "Rule Ethics" - consider ethical law in accordance to law and rules in society. As the name would suggest, Mill's "Rule Utilitarianism" abides to the Deontological system by concluding that while one must consider the overall happiness of an action, they must also consider its relation to law. This plants justice and human law into an otherwise moraless system, where murder could be justified with ease.
